  5.     After nearly two years of political skirmishes with the
  6. White House over racial discrimination and quotas, the Senate
  7. last week voted 95 to 5 to pass a civil rights bill. The House
  8. is expected to act quickly to adopt the compromise bill, which
  9. overrides eight Supreme Court decisions and makes it easier for
  10. employees to sue in job-bias cases. An amendment to extend civil
  11. rights protections to Senate employees caused a last-minute
  12. sideshow of debate. Under the measure, the Senate's 6,000
  13. workers, as well as political appointees in the Executive
  14. Branch, will be able to take their complaints to an office of
  15. fair employment practices. If they fail to resolve their dispute
  16. there, they may appeal to a three-member independent panel and,
  17. ultimately, to the U.S. Court of Appeals. Stung by criticism
  18. over the handling of sexual-harassment charges against Supreme
  19. Court Justice Clarence Thomas, the Senate passed the measure to
  20. deflect criticism that Congress exempts itself from laws it
  21. applies to everyone else.
